Affordable Housing
The Low-Income Housing Tax Credit program, often referred to as LIHTC, is the primary vehicle for housing authorities to develop new affordable housing.
The LIHTC program leverages private investment to create more affordable housing options for low-income individuals and families, which also helps address the shortage of affordable housing throughout the country.
County Housing owns and maintains affordable housing throughout the county.

Ownership and management
LIHTC properties are privately owned developments subsidized through federal tax credits. These properties are typically managed by private real estate companies or nonprofit organizations.
Income eligibility
LIHTC properties serve a range of income levels, from very low-income to moderate-income households.
Tenant choice
LIHTC properties offer a degree of tenant choice, allowing residents to select from available units within the development. They may offer different amenities depending on the development’s design.
Subsidy type
The LIHTC program provides subsidies to property owners in the form of tax credits, which incentivize them to offer affordable rents to eligible tenants. The tenants themselves do not receive direct rental subsidies.
Developers transfer tax credits to investors who then provide money to build or rehabilitate affordable rental units. These units must be rented to low-income individuals or families and are subject to rent restrictions to ensure affordability.
