Project-Based Voucher Program

County Housing’s Project-Based Voucher (PBV) Program provides long-term, affordable housing options at specific rental properties across St. Louis County. These homes are part of a HUD-supported initiative that connects residents with safe, quality housing and local resources.

How the Program Works

  • PBVs are tied to specific units—not portable like traditional Housing Choice Vouchers.
  • Eligible residents apply for units at PBV-designated properties.
  • Rent is based on household income, just like with tenant-based vouchers.
  • County Housing partners with trusted landlords and developers to maintain high-quality homes and services.

Who Can Apply

  • Income-eligible families, seniors, and individuals with disabilities
  • Some properties have additional age or service requirements
  • Applicants will need to apply directly through the property
