Ali \u0161ta ta\u010dno PHAS mjeri i za\u0161to je va\u017ean za stanovnike? <\/p>\n\n<p><strong>\u0160ta je PHAS?<\/strong> <br\/>PHAS je sistem koji je razvilo Ministarstvo za stanovanje i urbani razvoj SAD-a (HUD) kako bi se procijenilo koliko dobro PHA upravljaju programima javnog stanovanja. Cilj je osigurati da je javno stanovanje sigurno, dobro odr\u017eavano i pravilno upravljano u korist stanovnika. <\/p>\n\n<p><strong>Kako se ocjenjuje PHAS?<\/strong> <br\/>PHAS procjenjuje PHA na osnovu \u010detiri klju\u010dna pokazatelja:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Fizi\u010dko stanje: Osigurava da stambene jedinice i zajedni\u010dki prostori ispunjavaju sigurnosne i kvalitetne standarde.<\/li>\n\n\n\n<li>Finansijsko stanje: Mjeri koliko dobro agencija upravlja svojim bud\u017eetom i finansijskim resursima.<\/li>\n\n\n\n<li>Upravlja\u010dke operacije: Preispituje administrativne prakse, sprovo\u0111enje ugovora o zakupu i usluge za stanare.<\/li>\n\n\n\n<li>Program kapitalnog fonda: Procjenjuje koliko efikasno agencija planira i izvr\u0161ava pobolj\u0161anja na objektima javnog stanovanja.<\/li>\n<\/ul>\n\n<p>Na osnovu ovih pokazatelja, PHA dobijaju ocjenu u\u010dinka: Visoki u\u010dinci, Standardni u\u010dinci ili Problemati\u010dni.
